4. OutKast - Bombs Over Baghdad (2000)

Ten years later, this amazing record doesn't just sound prophetic - it still sounds like the future. Its madness, captures in the call "bombs over Baghdad!", has unfortunately materialized later on in the decade. But the music, the frantic rap woven into a texture of hip-hop, drum 'n' base, electro and metal, still sound like nothing that goes on in the charts, and still contains the revitalizing force, which makes you jump on your feet and shout "power music electric revival! power music electric revival!" over and over and over again. Similar things are happening only in the underground, mainly in Britain. In the next decade, they will erupt to the surface.
